She has a degree in Political Science from the University of Buenos Aires, Master in Public Policy and Development Management from Georgetown University and San Martín National University, and PhD in Social Sciences from the UBA. She wrote her thesis on the State/Society relationship with a focus on state capacities to manage development conflicts and prevent the capture of public decision by sectoral interests.

Beatriz served as Undersecretary of Institutional Strengthening of the Secretariat of Management and Public Employment of the Cabinet Head of Ministers of the Argentine Republic. There she prompted the creation of the National Directorate for Integrity and Transparency with the objective of promoting in the public sector an organizational culture based on the values of public ethics, integrity and transparency.

She teaches Public Administration and Management and Control of Public Policies at the Latin American Faculty of Social Sciences (FLACSO) and the Specialization in Public Management by Results of the Argentine Association of Budget and Public Financial Administration (ASAP) and the Faculty of Economic Sciences (FCE/UBA).
