In 2004, Stéphane Werly successfully defended his thesis entitled “La protection du secret rédactionnel”. After obtaining a lectureship at the Universities of Fribourg and Neuchâtel, he is now a full professor at the Faculty of Arts and Humanities of the University of Neuchâtel, where he teaches communication law. In 2011, the Federal Council appointed him as a judge on the Independent Complaints Authority for Radio and Television (ICA). Since 2014, he has held the position of Cantonal Data Protection and Transparency Commissioner.
