Lawyer specialized in Right to Information, Parliamentary, Electoral and Civil Law, and Contracts. Master’s Degree in Public Law, Doctor in Electoral Law.

Since August 2016, he has been the Citizen Commissioner of the Institute for Transparency, Public Information and Personal Data Protection of the Jalisco State (ITEI), and since 2018 he has been the Director of the “Caja de Cristal” Magazine of said Institute. In 2018 and 2019 he was the National Coordinator of the Legal, Criteria and Resolutions Commission of the National Transparency System. He has worked as an adviser to the Constitutional Points Commission, and to the Bicameral National Security Commission, in the Camera of Deputies of the Union Congress. He was also Director of the Technical Body of Constitutional Points of the Congress of the Jalisco State and Coordinator of the Sindicatura in the City of Guadalajara.
