He holds a PhD in Public Administration from UNAM. Master in Development Administration from the University of Birmingham, England. Graduate in Political Science and Public Administration from the Autonomous University of the State of Mexico (UAEMéx).

 

Vilchis was Rector, Administrative Secretary and Director of the Faculty of Political Science and Public Administration of the UAEMéx. In the State of Mexico, he was Chairman of the Citizen Participation Committee of the Anti-Corruption System; Director of the National Institute for the Evaluation of Education; Adviser to the Electoral Institute of the State of Mexico.
