Mr Bruno Lasserre holds a degree from the Institute of Political Sciences of Bordeaux (1974) and a Bachelor of Laws of the University of Bordeaux (1975). He attended the French National School of Administration (ENA).

He joined the Council of State in 1978. In 1986, he joined the ministry of telecommunications and postal services and became director before being appointed general director for telecommunications and postal services until 1997. He then rejoined the Council of State where he became associate president, president of the 1st chamber and associate president of the Litigation section. He was president of the Competition Authority from 2004 to 2016. In 2016, Bruno Lasserre was appointed president of the Interior Section of the Council of State before being appointed head of the institution (2018-2022). He currently chairs the Commission for Access to Administrative Documents (CADA).

He was born in Landau (Palatinate) and studied law in Mainz and Dijon. After completing his doctorate on a subject from European media law in 1991, he passed the second state examination in 1993. In 2000 he habilitated at the Johannes Gutenberg University Mainz under Prof. Dr. Walter Rudolf on the informational status of citizens. Most recently, he was a full university professor for public law, with a focus on police law, including international law and European law, at the German Police University in Münster. His term of office is eight years; it will end on September 30, 2023.

Paul has extensive experience in the regulatory and law enforcement environment and held the position of Deputy Commissioner between 2004 – 2021. Between January and August 2018 Paul was Acting Information Commissioner, during which time the GDPR came into effect. Paul led the organisation through this landmark transition.

Previously, Paul worked at the Jersey Financial Services Commission as a Compliance Manager and Policy and Legal Manager. I experience this relevance even more directly in my present function as mayor of the island municipality of Schiermonnikoog, in the Netherlands. It is important that people have access to their files, to their data and can understand what considerations have played a role in government decisions. I consider it an honor and a great responsibility to be the chairman of the Advisory Board on Open Government and Information Management in the Netherlands. Jelena Virant Burnik joined the Information Commissioner in 2008 carrying out the role of data protection supervisor to become Head of international co-operation and supervision in 2018, overseeing the field of cross-border data processing and Information Commissioner's role in the European Data Protection Board (EDPB).

Her main tasks included dealing with the challenges to personal data protection posed by modern information and communication services, artificial intelligence, digitalization processes, cross-border co-operation of supervisory authorities, data transfers to third countries, certification and data protection awareness raising activities. Ms Burnik represented the Information Commissioner in numerous bodies, working groups and projects, such as the Article 29 Party, Council of Europe, Digital Education Working Group with Global Privacy Assembly and Safer Internet Council. She is a respected lecturer at various event and publishes regularly in academic and professional publications. She is also the co-author of Personal Data Protection Act (ZVOP-2) commentary.

She graduated in 2007 at Ljubljana Faculty of Social Sciences and earned her master’s degree on regulation of communications in 2008 at London School of Economics and Political Science. She completed her PhD in 2019 at Faculty of Social Sciences in Ljubljana with doctoral thesis on the topic of regulation of behavioral marketing from the aspect of protection of the right to privacy and personal data.

Following the proposal of the president of the Republic of Slovenia, Ms Nataša Pirc Musar, she began her five-year term on 18 July 2024 having been selected for the position of Information Commissioner on 10 July 2024.

From 2009 to 2011, he was Director-General of the Minister’s Office in the Ministry of Justice.

In 2011 he headed the Spanish Data Protection Agency, a position he held until 2014. He participated in the processing of the Law on Transparency, where, among others, he positioned himself against automatic denials and without weighting of access to public information with the protection of personal data as an excuse.

He also directed a master’s degree in law in new technologies and was the university’s data protection officer. He is currently Chairman of the Transparency and Good Governance Council.

Dmytro Lubinets was elected Chairman of the Committee on Human Rights, Deoccupation and Reintegration of Temporarily Occupied Territories in Donetsk, Luhansk regions and the Autonomous Republic of Crimea, the City of Sevastopol, National Minorities and Interethnic Relations. In 2014, he was elected the Member of Ukrainian Parliament for the 60th district. He took the position of Secretary of the Committee on Regulation and Organization of Work of the Verkhovna Rada of Ukraine. Member of the Permanent Delegation of the Verkhovna Rada of Ukraine to the Parliamentary Assembly of the EU — Eastern Neighbors (PA EURONEST). In 2010, he was elected member of the Volnovakha City Council of the 6th convocation for the 9th majority district, held the position of the secretary of the Land Commission. Since March 2022, Prof. Dr. Dr. Lela Janashvili has been elected as the President of the Personal Data Protection Service of Georgia. She is a Professor of Legal Theories at the Faculty of Law of Ivane Javakhishvili Tbilisi State University (TSU) and a Visiting Professor at Barcelona Autonomous University. As a Visiting Professor, she has also given lectures at the University of Granada, the University of Santiago de Compostela, and the University of La Coruña in the frames of Erasmus Teaching mobility of the academic staff members. Prof. Dr. Dr. Lela Janashvili holds a doctoral degree from the Faculty of Law of TSU, as well as, a doctoral degree in Human Security and Global Public Law, and carries an Extraordinary Doctoral Degree for an outstanding doctoral career from the Autonomous University of Barcelona.

Since 2021, she has been a member of the Department of Human Security named after Prof. Manuel Ballbé of the Autonomous University Barcelona. Since 2011, she has been a researcher of the research group of the Institute of Social and Political Sciences of the Autonomous University of Barcelona: “Freedom, Democracy, and Transformation of States”. Since 2015, she has been coordinating the Inter-University network for the Study of the Constitutional Transformation of the States. She has been a principal supervisor of several scientific research projects and authored several scholarly papers.
