In 2000 he habilitated at the Johannes Gutenberg University Mainz under Prof. Dr. Walter Rudolf on the informational status of citizens. Most recently, he was a full university professor for public law, with a focus on police law, including international law and European law, at the German Police University in Münster. His term of office is eight years; it will end on September 30, 2023.

Previously, Paul worked at the Jersey Financial Services Commission as a Compliance Manager and Policy and Legal Manager. Jelena Virant Burnik joined the Information Commissioner in 2008 carrying out the role of data protection supervisor to become Head of international co-operation and supervision in 2018, overseeing the field of cross-border data processing and Information Commissioner's role in the European Data Protection Board (EDPB).
Her main tasks included dealing with the challenges to personal data protection posed by modern information and communication services, artificial intelligence, digitalization processes, cross-border co-operation of supervisory authorities, data transfers to third countries, certification and data protection awareness raising activities. Ms Burnik represented the Information Commissioner in numerous bodies, working groups and projects, such as the Article 29 Party, Council of Europe, Digital Education Working Group with Global Privacy Assembly and Safer Internet Council. She is a respected lecturer at various event and publishes regularly in academic and professional publications. She is also the co-author of Personal Data Protection Act (ZVOP-2) commentary.
She graduated in 2007 at Ljubljana Faculty of Social Sciences and earned her master’s degree on regulation of communications in 2008 at London School of Economics and Political Science. She completed her PhD in 2019 at Faculty of Social Sciences in Ljubljana with doctoral thesis on the topic of regulation of behavioral marketing from the aspect of protection of the right to privacy and personal data.
Following the proposal of the president of the Republic of Slovenia, Ms Nataša Pirc Musar, she began her five-year term on 18 July 2024 having been selected for the position of Information Commissioner on 10 July 2024.

She is a Professor of Legal Theories at the Faculty of Law of Ivane Javakhishvili Tbilisi State University (TSU) and a Visiting Professor at Barcelona Autonomous University. As a Visiting Professor, she has also given lectures at the University of Granada, the University of Santiago de Compostela, and the University of La Coruña in the frames of Erasmus Teaching mobility of the academic staff members. Prof. Dr. Dr. Lela Janashvili holds a doctoral degree from the Faculty of Law of TSU, as well as, a doctoral degree in Human Security and Global Public Law, and carries an Extraordinary Doctoral Degree for an outstanding doctoral career from the Autonomous University of Barcelona.
Since 2021, she has been a member of the Department of Human Security named after Prof. Manuel Ballbé of the Autonomous University Barcelona.
