She has a degree in Political Science from the University of Buenos Aires, Master in Public Policy and Development Management from Georgetown University and San Martín National University, and PhD in Social Sciences from the UBA. She wrote her thesis on the State/Society relationship with a focus on state capacities to manage development conflicts and prevent the capture of public decision by sectoral interests.

Beatriz served as Undersecretary of Institutional Strengthening of the Secretariat of Management and Public Employment of the Cabinet Head of Ministers of the Argentine Republic. There she prompted the creation of the National Directorate for Integrity and Transparency with the objective of promoting in the public sector an organizational culture based on the values of public ethics, integrity and transparency.

She teaches Public Administration and Management and Control of Public Policies at the Latin American Faculty of Social Sciences (FLACSO) and the Specialization in Public Management by Results of the Argentine Association of Budget and Public Financial Administration (ASAP) and the Faculty of Economic Sciences (FCE/UBA).

MICHAEL HARVEY was appointed to a six-year term as BC’s Information and Privacy Commissioner by unanimous motion of the Legislative Assembly in May 2024. From 2019 until immediately prior to his appointment, Michael served as the Information and Privacy Commissioner for Newfoundland and Labrador. His public sector career began in that province in 2006. Tricia holds degree in Law and a Master of Health Administration from Dalhousie University, as well as a Bachelor of Science degree from the University of Trent in her hometown of Peterborough, Ontario. She is a member of the Nova Scotia Bar Society.

She worked as a legal and legislative advisor for the Department of Education, Culture and Employment in the Northwest Territories. She then began providing legal advice on access and privacy issues to all government departments as a legal council for territorial government. Tricia worked closely with the territorial Health Authority and the Department of Health and Human Services on the implementation of the Health Information Act and on various privacy issues related to it.

In 2019, she began working for the Information and Privacy Commissioner of the Northwest Territories and Nunavut. Tricia was appointed Nova Scotia’s Privacy and Information Commissioner in March 2020.

He has a degree in Law and a master’s degree in amparo. From 2014 to November 2020, he was Secretary for Access to Information of the National Institute for Transparency, Access to Information and Personal Data Protection (INAI). During this time, he worked on issuing legal opinions about harmonizing transparency and access to information laws for federal entities. He also contributed to developing, disseminating, and implementing policies, models, and strategies on transparency, access to public information, open government, and verifying compliance with the laws in this area.

He was the Director of the Institute for Transparency and Access to Public Information of the Baja California State from 2011 to 2014, and the President Director for three years from 2011. In this role, he worked to consolidate the legal framework of the state guarantor body. He was also a member of the drafting committee for the first citizen initiative of the Law of Transparency, Access to Public Information and Personal Data Protection of the Baja California State.

Since 2020, he is Commissioner at the National Institute for Transparency, Access to Information and Personal Data Protection and since December 11, 2023 he is the president commissioner of INAI.

She has also participated in civil society through the Mexican Association of Integrity and Compliance and the civil association Integridad Ciudadana.

She has been a trainer, columnist, and author of editorial publications in various media outlets on topics such as access to information, personal data, anti-corruption efforts, institutional trust, compliance, electoral processes, and political parties. She is currently an associate researcher at the Center for the Study of Democracy and Elections at UAM. Since December 8, 2020, she has been elected by the Plenary of the Congress of Mexico City to serve as a citizen commissioner at the Institute for Transparency, Access to Public Information, Personal Data Protection, and Accountability of Mexico City, where she has held the position of President Commissioner since November 13th, 2024.

In December 2016, Alina M. Semo became the Director of the Office of Government Information Services (OGIS), the Federal Freedom of Information Act (FOIA) ombudsman’s office, which is part of the National Archives and Records Administration (NARA).

Prior to joining OGIS, Ms. Semo served as the Director of Litigation in NARA’s Office of General Counsel for two and a half years. Before coming to NARA, Ms. Semo led the FOIA Litigation Unit in the Office of the General Counsel at the Federal Bureau of Investigation (FBI) for over ten years, and also served as an Assistant General Counsel in the Litigation Branch for nearly five years. Ms. Semo began her federal government career as a Department of Justice trial attorney and later senior counsel in the Federal Programs Branch, Civil Division, from 1991 to 1999, and from 1988 to 1991 worked as an associate at Hopkins & Sutter in Washington, D.C.

Ms. Semo holds a Bachelor of Arts degree in Government and Politics from the University of Maryland, College Park, and a Juris Doctor degree from Georgetown University Law School; she is licensed in the District of Columbia and Maryland.
