He has a degree in Law and a master’s degree in amparo. From 2014 to November 2020, he was Secretary for Access to Information of the National Institute for Transparency, Access to Information and Personal Data Protection (INAI). During this time, he worked on issuing legal opinions about harmonizing transparency and access to information laws for federal entities. He also contributed to developing, disseminating, and implementing policies, models, and strategies on transparency, access to public information, open government, and verifying compliance with the laws in this area.
He was the Director of the Institute for Transparency and Access to Public Information of the Baja California State from 2011 to 2014, and the President Director for three years from 2011. In this role, he worked to consolidate the legal framework of the state guarantor body.
